the December 14, 1960 recognized and legitimized the struggle of these peoples, yet gave a new impetus to those who have not had been emancipated from colonialism, a struggle that persists because 18 remaining colonial territories scattered around the globe (including the Falkland Islands and Puerto Rico in Latin America).
The Conference was held in the capital of Algeria, whose people carried out a heroic struggle for freedom from French colonialism, which had the solidarity of the leftist forces of France and sectors progressive in the world. In Algeria, brought the fiercest and technified methods of torture, by the paramilitaries of General Massu, in an attempt to crush the independence fighters, as Henry Alleg denounced in his famous plea "Torture "Zelmar Michelini and in multiple sessions General Assembly.
In Conference, the general secretary of the National Liberation Front and the Algerian State Minister Abdelaziz Belkhadem, represented the President Abdelaziz Bouteflika, and also attended by former Algerian president Ahmed Ben Bella, of South Africa Thabo Mbeki, Olusegun Obasanjo of Nigeria of Zambia Kenneth Kaunda, former Vice President of Vietnam Nguyen Thi Binh (whom I had the pleasure to meet and interview in Paris during talks with Henry Kissinger), and also appeared prominently in the current president of the

Amr Mussa, the chairman of the Commission of the African Union Jean Ping, the Guatemalan Rigoberta Menchu \u200b\u200band the Cuban Raul Roa, and Olivier Fanon, son of Frantz Fanon Third theoretical. It is recalled that Algeria was considered a mecca for anti-colonial liberation movements and played important role in the Non-Aligned Movement. resolution appreciates the sacrifices Algiers made by the colonial peoples to achieve their right to self determination and independence, and the role of women and youth in the struggle of emancipation. Notes that many former colonies are now sovereign states members of the UN
, which assume fully their responsibilities as such. In this process, these countries have engaged in "the reconstruction of state structures, social and economic colonization had tried to destroy" and stressed that "despite the heavy legacy of colonialism, the newly independent countries have made progress undeniable in its process of political, economic and social (...) and dynamics of progress known multidimensional colonial system made it impossible "(points 18 and 19 of the Declaration ). Within this framework believe that South-South cooperation and regional integration contribute to strengthening the independence and facilitating equitable of these countries into the global economy, while providing support for ongoing programs internationally in Africa, Asia and Latin America. The participants express their conviction that "the culmination of the decolonization is inexorable. "In that sense, they reaffirmed their solidarity with the peoples of the territories" not employed " seeking to exercise their right to self-determination within the framework of Resolution No. 1514 and argue that there can be no excuse of any kind (land area, geographical location, size number of its inhabitants) to prevent it. Outstanding in this respect the status of Western Sahara and Palestine. And in a paragraph incisor (point 16), "expressed its concern at the impunity with which the occupying powers continue their aggression and appeal to the Security Council to shoulder its responsibilities in this regard." No doubt referring to the conduct of Morocco against the Saharawi and Israel against the Palestinians.
